Policy idea - Implementing devolution & reforming local government
Devolution across the UK is sporadic, meaning large parts of the UK have not benefitted from devolved powers. This has left the UK overcentralised and less efficient. Local government is also ad-hoc, with different types and layers of local government exisiting across England. The structure of some councils within some counties is inefficient, making local government less effective than it could be. This policy paper outlines how devolutuion benefits can be spread across England by implementing regional governance. It also demonstrates how a more consistent and efficient local government framework could be created by merging lower-tier councils into unitary authorities. Such authorities could be better funded by a more progressive tax system.
